解放军这次军演,一个上午就把台湾政坛搞得鸡飞狗跳。原本台军4月5日至18日举行“汉光41号”电脑兵推演习,没想到解放军今天7点30分发布军演消息,宣布从4月1日开始,东部战区组织陆军、海军、空军、火箭军等兵力,位台湾周边组织舰机多向抵近台湾,重点演练海空战备警巡、夺取综合制权、对海对陆打击、要域要道封控等科目,检验战区部队联合作战实战能力。
台军方研判解放军这次动作是“针对性军演”,打乱了台军节奏。台媒报道,台军“参谋总长”梅家树一度有意已下令“汉光41号”电脑兵推今天提早进驻,台湾“国防部”也已经通知全台22县市政府民政局,通报各县市长,后备指挥部已准备进驻各县市应变中心。
按照台军提前进驻之令,全台22县市长都必须进驻“紧急灾害指挥部”。于是,这些县市长当天行程全部得进行临时调整。
据台媒报道,这些县市长们都在互相打听“情况到底紧张到怎样的程度”?“台军战机起降到底有多频繁”?“县市长要不要进驻紧急灾害指挥部”?
其中,新北市长侯友宜今天原本率团访问台东,没想到他上午下飞机后立即接获台湾“国防部”紧急通报,要求派人进驻EOC(紧急灾害指挥部)。就对军演如作战,侯友宜原本一定要赶返回新北,于是临时问台东县长饶庆铃“今天台东战机起降频繁吗?”饶庆铃回答“和日常一样”。侯友宜还是不放心,询问台东丰年机场,下一班往台北飞机几点,机场说上午11时25分,“只剩下20分钟”,于是他打电话回台北询问多个干部,再三确认后,才发现台湾“国防部”内部会议又形成新的结论,就是先维持常态,战综中心也并未二级开设,后指部暂时不要进驻各县市。侯友宜才确定不返回。
由此可见,台军的节奏已经被解放军军演打乱,台湾岛内民众也关心局势如何。这迫使台湾“国防部”宣布5点召开临时记者会说明,台“国防部长”顾立雄亲自出席说明情况,试图安定民心。
不过,陆委会不但不降温,反而还在提油救火,除了对大陆表达“强烈抗议”外,还倒打一耙称大陆是不折不扣的“麻烦制造者”,并重复赖清德有关大陆是“境外敌对势力”的界定。陆委会并进一步引狼入室,希望美西方介和台海,挑拨说大陆“将台海周边当成军事演习试验场,对台步步进逼,企图全面封控台湾、将‘台海内水化’,近期还违反国际惯例,派遣舰队于印太区域展示武力,并在日、韩、新西兰、澳大利亚、菲律宾与南海周遭海域进行军事与灰色地带侵扰活动。”
对于赖清德与陆委会等挑衅大陆行为引发大陆军演反制,国民党回应表示,两岸敌意螺旋上升,国民党呼吁赖清德当局“用对话取代对抗、避战取代引战”。国民党强调,国民党的2D战略才是保台、爱台之道,反观赖清德的赖17条发布后不仅压缩两岸对话空间、更加剧台海紧张局势,只剩下对峙与演训。
