解放军这次军演，一个上午就把台湾政坛搞得鸡飞狗跳。原本台军4月5日至18日举行“汉光41号”电脑兵推演习，没想到解放军今天7点30分发布军演消息，宣布从4月1日开始，东部战区组织陆军、海军、空军、火箭军等兵力，位台湾周边组织舰机多向抵近台湾，重点演练海空战备警巡、夺取综合制权、对海对陆打击、要域要道封控等科目，检验战区部队联合作战实战能力。

台军方研判解放军这次动作是“针对性军演”，打乱了台军节奏。台媒报道，台军“参谋总长”梅家树一度有意已下令“汉光41号”电脑兵推今天提早进驻，台湾“国防部”也已经通知全台22县市政府民政局，通报各县市长，后备指挥部已准备进驻各县市应变中心。

按照台军提前进驻之令，全台22县市长都必须进驻“紧急灾害指挥部”。于是，这些县市长当天行程全部得进行临时调整。

不过，陆委会不但不降温，反而还在提油救火，除了对大陆表达“强烈抗议”外，还倒打一耙称大陆是不折不扣的“麻烦制造者”，并重复赖清德有关大陆是“境外敌对势力”的界定。陆委会并进一步引狼入室，希望美西方介和台海，挑拨说大陆“将台海周边当成军事演习试验场，对台步步进逼，企图全面封控台湾、将‘台海内水化’，近期还违反国际惯例，派遣舰队于印太区域展示武力，并在日、韩、新西兰、澳大利亚、菲律宾与南海周遭海域进行军事与灰色地带侵扰活动。”

对于赖清德与陆委会等挑衅大陆行为引发大陆军演反制，国民党回应表示，两岸敌意螺旋上升，国民党呼吁赖清德当局“用对话取代对抗、避战取代引战”。国民党强调，国民党的2D战略才是保台、爱台之道，反观赖清德的赖17条发布后不仅压缩两岸对话空间、更加剧台海紧张局势，只剩下对峙与演训。
